The design was developed by the famous sculptor Stanislav Volodymyr Ostrovsky (1879, Warsaw - 1947, New York). He spent many years in Lviv: here he graduated from the gymnasium of the art and industrial school, had his first exhibition, after his marriage opened his own workshop, was engaged in teaching sculpture. He even designed several monuments for the city, but none of these ideas were implemented.
