Secretary of Defense, Gen. George C. Marshall today presented the certificate of appreciation, the highest award of the Department of Defense for Civilian Service, to assistant Sec. of Defense Marx Leva (2 from tight), whose resignation was accepted by the Pres. on April 12, and is effective today. Deputy Sec. of Defense Robert A. Lovett (left), and General of the Army Omar N. Bradley (right), chairman of the joint chiefs of staff, were among the civilian and military leaders of the department who witnessed the presentation in the office of Sec. of Defense, gen. Marshall. Mr. Leva, assistant Sec. of Defense since Sept. 9, 1949, has been continuously in the service of the government for the past 11 years, including 26 months of commissioned service in the Navy in World War II. On Sept. 17, 1947, MR. Leva was appointed special assistant and general counsel of the National Military Establishment, positions he occupied until appointed to the position of assistant Sec. of Defense. The citation reads in part as follows: " … at a great sacrifice to his personal career, Marx Leva played a major and pioneering role in unification. Specifically responsible for the legal and legislative program of the department, he developed the first and one of the best unified operations -- an operation which has become a pattern of cooperation and teamwork within the department of defense.
