These blisters were created to make up for Missing Packs in the Pokémon Center Edition of the Elite Trainer Box! I believe Chilling Reign was the First ever set to feature an Exclusive ETB, only available on Pokemon’s Online Store. These Blisters were RUSHED and shipped very poorly. There were many customers to refund and send packs too. Some of the blisters I received had damage on the promos and packs! The ones pictured here are the best of the ones I originally received! I did open at least 2 of these ETBs despite knowing it was an error box! Many people probably opened most of their products and saved a set for their collection. Not sure how many were made or remain.. you can imagine with how fast the Modern Exclusive ETBs sellout that there is probably fraction of the Exclusive Boxes made Compared to the Unlimited ones.
