The historical past of Glukhov is closely connected with the processes of state and law-making. Since 1708, the city has been the permanent residence of the hetmans of the Left Bank of Ukraine - I. Skoropadskyi, P. Polubotka, D. Apostol, K. Rozumovskyi.
